ChatService.chat() 新增 failover_providers 选项，允许调用方约束 故障转移链。PublicAPI.vision() 传入 VisionHelper 的已配置视觉 Provider 列表，避免 failover 尝试不支持图片输入的 Provider （如 DeepSeek/Moonshot/Doubao 等），减少无效重试。 Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
