  1. Check whether project matches Free hosting checklist (free hosting only)
  2. Create project, with correct website and access control ("Public" for free hosting, "Private" otherwise)
  3. Add requesting user as an admin to newly create project (open public project page and Manage / Users menu)
  4. Create translation component(s), preferably sharing source code using weblate:// links
