Gerhard Schlager 7cc016b4f2 MT: Require in-memory lookups from the resolver's maps object [ci skip] 
The no-SQL-while-substituting claim was only true as long as the maps
implementation happens to answer from memory; state it as part of the
contract so the future implementation keeps it.
