👔 Do not trigger migration on 4.x -> 4.y upgrades 
Migration is only relevant when the past plugin
version is a 2.x or 3.x version. Once we arrive on
version 4.x we do not need to migrate anything.

This protects merchants that never were on a
legacy version from pointless and incorrect
migration attempts
