feat(settings): add migration for payment_level_processing setting 
Migrate `payment_level_processing` setting during plugin updates from 3.3.2
or older. Merchants who opted out of updates (`stay_updated=false`) get
Level 2/3 processing disabled, while those who opted in inherit the default
enabled state.
