fix(working-capital): use merchant country for inbox note eligibility check 
Apply the same merchant country check to the Working Capital inbox note that
was applied to the WC task. The note should only be shown to merchants with
US-based PayPal accounts, using api.merchant.country which returns the
connected merchant's country when available, falling back to shop country
when not connected.

This ensures consistent eligibility logic across all Working Capital
promotional touchpoints.
