fix: clear BCDC migration override flag on "Start Over" 
Add action hook to delete BCDC migration override flag when merchant
uses "Start Over" to disconnect their PayPal account. This prevents
the flag from persisting across different merchant connections and
incorrectly affecting payment method availability.

Ensures merchants can access appropriate payment methods (ACDC/Fastlane)
when reconnecting with different accounts without manual intervention.
