DEV: Remove legacy reviewable UI code (#223) 
The reviewable UI refresh has been fully rolled out in Discourse
core. The legacy `reviewable-category-expert-suggestion` and
`reviewable-refresh/` bridge components are no longer needed.

This consolidates them into a single `reviewable/category-expert-suggestion`
component and updates system tests to use the `Review` page object.
