 feat(memory): add scoped translation memory (#20168) 
- store translation memory visibility in indexed scope rows with workspace support
- run legacy scope backfill and compaction as background tasks after migration
- hide and clean stale shared or workspace contributions when settings or component origins change
- document the 2028.1 removal target for legacy migration fallbacks
