 feat(gettext): configure xgettext source locations 
- Allow configuring how `xgettext` writes source locations so generated POT templates can retain locations even when translated PO files omit them via file-format parameters.
- Reduce noisy repository changes by keeping locations in POT files while omitting them from committed PO files.
