Michal Čihař 768ce0f11b feat: introduce settings inheritance 
Allow the settings to inherit from workspace, project and categories to
the component. The existing settings are preserved, but migrated up if
they are consistent. The new components default to inheritance unless
manually overridden.

Fixes #10897
