 DEV: Make upcoming change CSS classes opt-in (#40669) 
There are a lot of upcoming changes now, and most of them
don't need a body CSS class (e.g. uc-whatever) added to the
page, it just pollutes the body CSS classlist too much.

This commit changes the upcoming change CSS classes to be opt-in,
which can be done by adding `body_class: true` to upcoming
change metadata.

I added it already to changes that need CSS specified.
