 FEATURE: Add staff action to regenerate AI topic summaries (#37310) 
Adds a staff-only action to regenerate AI topic summaries, similar to
the existing gist regeneration feature.

- Single "Regenerate AI summaries" button in topic admin menu opens
modal with options
- Bulk action available when selecting multiple topics
- Options: "Short summaries (gists)" and "Topic summaries"
- Rate limited, max 30 topics per bulk action
