DEV: Update sass-embedded to 1.99.0, sassc-embedded to 1.80.8 (#39155) 
* `mixed-decls` was removed from sass, so no need for our
`strict_deprecations` option anymore
* there's a new deprecation (`if-function`) - that's silenced
* the above deprecation affected only `math.scss` in core so that's
updated too (the silencing is for non-bundled plugins)
