 PERF: Skip legacy dashboard request in redesign 
The default general child route remains active at /admin when the redesigned dashboard renders, so it requested legacy dashboard data that the redesigned template never displays.

Skip that fetch when the redesign is active while preserving it for the legacy dashboard. Browser coverage verifies the redesign makes no general request and the legacy dashboard still makes one.
