FIX: Prevent moderator group owners from clearing email domains (#39651) 
Follow-up to #39631. That fix addressed moderators with
moderators_manage_groups enabled, but missed the case where a moderator
is a group owner with the setting disabled.

This aligns the controller guard with the serializer guard by using
guardian.can_admin_group?(group) instead.
