FIX: confirmation for solved tags removal (#37720) 
Extends the confirmation modal introduced in (#37601) to work with
solved tags too. When removing a solved tag from a topic in a category
that doesn't have solved posts enabled we now show a confirmation modal
to ensure the admin wants to continue (as the solved post will be lost
with the change).
