 FEATURE: Add sub workflow call support (#41019) 
Previously, workflows could only execute their own graph, which made
reusable workflow logic hard to share and forced admins to duplicate
common steps.

This change adds workflow call trigger/action nodes with input mapping,
persisted parent-child runs, wait/resume and error propagation, caller
metadata, dependency validation, and execution detail links.
