I18N: Add pluralization for chat rewind, bulk tagging & post deleted msg (#37255) 
While translating, I noticed that some strings containing numeric values
only had a single English form. Because of this, Crowdin does not detect
them as requiring pluralization, which is especially problematic for
languages with multiple plural forms.

This PR adds missing pluralizations for some of these texts,
specifically:
* the messages under `discourse_rewind.chat_usage`
* `tags.bulk_create.tag_too_long` & `too_many_tags`
* `system_messages.user_posts_deleted.text_body_template`
