FIX: add skip db and redis to env before building core assets and plugins (#40145) 
We should not rely on Redis/DB connections at build-time, to restore
building batteries-included web-only images on discourse/discourse.

This could cause breakage for badly-written plugins (if they try to read/write to the database during rails boot). But that should be very rare.
