 FIX: Ensure "Translate Post" button does not silently skip bots (#38168) 
Currently, when the user clicks on "Translate Post" on a bot post, the job is queued, but silently skipped.

This commit fixes that.

This commit also ensures the bot setting is in the ai translation settings in `ai-features`, as it is currently not there and buried only in ai plugin settings.
