DEV: Clarify Glimmer post stream settings descriptions (#35564) 
Clarifies and simplifies the descriptions for Glimmer-related post
stream and widget rendering settings.

- Reword the descriptions for glimmer_post_stream_mode and
deactivate_widgets_rendering to be more concise and clear
- Remove development-only warnings and redundant language from the
setting text
