FIX: policy "not accepted" users list was not working (#35502) 
FIX: updating policy "accepted" users list wasn't updating the counter
of "users left".

This is a two-in-one bug fix. I initially investigated why the counter
of "user remaining" wasn't updating properly when loading more users who
accepted the policy.

Doing so, I noticed that the list for "users who haven't accepted the
policy" was hitting the "/policy/accepted" instead of the
"/policy/not-accepted" endpoint).
