 FEATURE: Support AI agent workflow uploads and runner (#41042) 
Allow workflow AI agent nodes to run as a configured actor
and attach visible uploads to prompts.

Expose post upload IDs to workflows and update AI authoring/catalog
metadata so generated workflows can use runner_username and upload_ids.

Show selected field descriptions as tooltips in the workflow property
editor to conserve space.

Unhide the AI workflow integration site setting
