 FEATURE: Scoped AI highlights to user-selected categories (#41506) 
AI Highlights for the dashboard now use every category. This is
problematic because some categories are staff-only and shouldn't
contribute to the highlights.

This PR adds a new setting to scope highlights to public categories by
default.
