DEV: Rename htmlSafe to trustHTML from @ember/template (#38465) 
`trustHTML` was introduced in `@ember/template` as a clearer alternative
to `htmlSafe`, making the security implications of the API more
explicit. This updates all usages across core, plugins, and themes to
use the new name.
