`PG::BasicTypeMapForResults` registers an `inet` decoder by default, so the users step receives `IPAddr` objects for `ip_address` and `registration_ip_address`. `Database.format_ip_address` passed them to `IPAddr.new`, which raises `IPAddr::AddressFamilyError` -- a subclass of `ArgumentError`, which the method rescues to nil. As a result, both IP columns were written as NULL for every user in every conversion, in serial and parallel mode alike. Accept `IPAddr` input and format it via `#to_s`. Note that `IPAddr#to_s` returns the base address, dropping any prefix -- fine for these host address columns.
