DEV: Fix ember-inspector loading (#41027) 
1. Our method of assigning EmberENV was overwriting the
_DEBUG_RENDER_TREE property which the ember inspector injects

2. In development builds, an upstream bug in rolldown was causing issues
in the ember-inspector-support dynamic entrypoint. Bumping to rolldown
1.1.2 resolves this.
