DEV: Update markdown-it from 14.0.0 to 14.1.1 (#38869)
Updates CommonMark spec to 0.31.2

`<span class="mention">(@[^<]*)</span>` change is because both `+` and
`>` are now valid mention boundaries, so e.g. `<foo\+@bar.example.com>`
now contains a valid mention, even if in a weird context.

the chat spec change is the same thing

`role="presentation"` isn't a change, just moved our modification out of
the spec and into this normalization code
