FEATURE: Enable new color palette edit page (#34566) 
This commit replaces the color palette edit page
`/admin/customize/colors/:id` with the new page at
`/admin/config/colors/:id` that we've been building for the last few months.
The old page redirects to the new one to keep existing links working.
