DEV: Don't attempt to install minio binary in CI (#32438) 
The binary is already preinstalled in the Docker image so we don't have
to attempt to install it again.

### Reviewer notes

Installing the minio binary is taking more than 45 seconds consistently
causing the test to timeout:
