UX: adds chat send shortcut user preference (#30473) 
Users can now decide if they want to send a message on:
- <kbd>enter</kbd>
- <kbd>meta + enter</kbd>

If you choose <kbd>meta + enter</kbd>, <kbd>enter</kbd> will add a
linebreak.
