FEATURE: Lower summarization default access to trust level 1 (#35874) 
Makes topic summarization accessible to more users by lowering the
default trust level requirement from TL3 to TL1.

## Changes

- Updates persona fixture to default to staff + TL1 for new
installations
- Adds migration to update existing sites that still have the old
default (staff + TL3)
- Sites with customized permissions are not affected

This change makes the summarization feature more accessible while still
requiring users to have some trust level.
