 DEV: Add literal and regex filter modes to bin/qunit 
`--filter` now performs a strictly literal, case-insensitive match against
"module: test name" so pipes and other regex metacharacters are treated
literally, while a new `--filter-regex` accepts an explicit JavaScript regular
expression; both travel in the conventional QUnit `filter` query parameter
alongside a `discourseTestFilterMode` marker so existing URL behavior is
preserved, and combining the two flags or passing an invalid pattern fails with
a clear error. The writing-js-tests skill, AI agent guide, `bin/qunit --help`,
and "Run test suites" guide are updated to match.
