 FEATURE: Add Gemini Interactions API support (#42206) 
Move default Gemini models to the Interactions API and add provider
options for thinking, service tiers, and native Maps and code execution
tools.

Preserve generated-image attachments in model messages and ensure
thinking blocks close cleanly before visible content.
