 DEV: Run independent CI checks in parallel (#41640) 
This PR uses GitHub Actions [parallel
steps](https://docs.github.com/en/actions/writing-workflows/workflow-syntax-for-github-actions#jobsjob_idstepsparallel)
to reduce wall-clock time in the linting and test workflows.
