03b4d30475This PR adds the Discourse Admin Assistant, an agent that can search Meta and help administrators manage their site. It can inspect site settings and propose changes to settings, categories, tags, reviewables, topics, posts, and users. The agent is available only to administrators. It searches Meta before answering Discourse questions, provides practical guidance with relevant links, and requires explicit approval for every state-changing action.
