 DEV: Dock the dev-tools panel dock to the bottom, with the side picker 
The dev-tools context defaults to the bottom edge — tool content is
wide, and the viewport middle is where the page under inspection lives —
and exposes the dock-side picker so the choice stays the developer's,
persisted per context.
