 FEATURE: Allow bot content to be AI translated (#37291) 
We have typically disallowed bot content (e.g. system user) to be
translated.

However, some AI helper personas create bot users, and users have shared
that posts generated by those personas need to be translated too.

This commit adds the `ai_translation_include_bot_content` setting.
