 FIX: maintain wall clock time between DST transitions (#35833) 
Maintaining wall clock time between DST transitions was complicated
between our different implementations:
- backend
- local dates
- fullcalendar

Now the backend will be the source of truth and generate the occurrences
to display on the frontend.
