Jake Goldsborough 7a50e089a0 UX: Make chat drawer shortcut (-) toggle instead of open-only 
The hamburger menu shortcut (=) toggles open/closed, but the chat
drawer shortcut (-) only opened, requiring ESC to close. This makes
the behavior consistent - pressing - now closes the drawer if it's
already open.
