DEV: Remove dual mode support for palettes and drop theme-owned palettes (#34467)
We're not going to finish/release dual-mode palettes and theme-owned
palettes at this time, so we're cleaning up the code that we've already
merged for these features.

- Changes `base_scheme_id`column from string to integer
- Migrate existing color schemes to use new type
- Modifies color palette selection to work with both base and custom
palettes

FIX: Refresh palettes list when navigating back to palettes list page (#34374)

This commit moves the sorting logic to server-side to avoid caching issues
where the (sorted) palettes list, which was stored as a property on the
controller, would need to be invalidated each time the user navigated to
the palettes list page because changes to palettes could've been made
between the last and new visits to the page. This PR also eliminates an
AJAX request that the palettes list page makes to fetch the default
theme by including the default theme in the same response that includes
the color palettes list.

are not selectable by default.

CI did not pick up those broken specs because of DB caching.

FEATURE: system themes (#32681)
Introduction of system themes.  System themes are local themes which:
- Cannot be deleted;
- Cannot have “custom code” added, components only;
- Cannot have uploads;
- Cannot edit color palettes;
- Are updated on deploy, like core plugins.

This PR added the Foundation system theme, which is an empty theme like
Default. The Foundation theme will be added in the next PR.

In a development environment, when system theme files are
changed/added/deleted, the theme is reuploaded and the page is reloaded
to make it a good experience for the engineer working on improvements.

System themes are not visible until
`SiteSetting.experimental_system_theme` is enabled.

DEV: Compile 'common' CSS into own assets (#31416)
Previously we were compiling core and theme CSS into two targets:
Desktop and Mobile. The majority of both files was the 'common' css.
This commit splits those common styles into their own targets so that
there is less duplication. This should improve compilation times + cache
reuse, as well as opening the door for experiments with
media-query-based mobile-modes.

The only functional change is that we can no longer use `@extend` to
copy 'common' rules in core to mobile/desktop. This is probably for the
best. Duplication and/or mixins are a more native-css pattern for this.

Plugins already have a common / mobile / desktop pattern, so are
unchanged by this commit.

DEV: Allow stylesheet entrypoints to use @use (#31905)
Previously we would prepend extra content to developer-authored files,
which means adding `@use` in some files would throw an error because
`@use` must be at the top of any compiled file.

Instead, we can ensure any developer-authored files are on the load
path, and then `@import` them into the synthetic entrypoint.

Plugin color_definitions stylesheets are an edge case here, and will
need to be handled separately (or... wait until we move to native css
relative-color syntax, then we can drop color-definition stylesheets
altogether)

FEATURE: Dark/light mode selector (#31086)
This commit makes the
[color-scheme-toggle](https://github.com/discourse/discourse-color-scheme-toggle)
theme component a core feature with improvements and bug fixes. The
theme component will be updated to become a no-op if the core feature is
enabled.

Noteworthy changes:

* the color mode selector has a new "Auto" option that makes the site
render in the same color mode as the user's system preference
* the splash screen respects the color mode selected by the user
* dark/light variants of category logos and background images are now
picked correctly based on the selected color mode
* a new `interface_color_selector` site setting to disable the selector
or choose its location between the sidebar footer or header

DEV: Backend support for light/dark mode in color palettes (#30893)
We're embarking on a project for overhauling the color palette and theme
systems in Discourse. As part of this project, we're making each color
palette include light and dark modes instead of the status quo of
requiring 2 separate color palettes to implement light and dark modes.

This commit is a first step towards that goal; it adds a code path for
generating and serving `color_definitions` stylesheets using the
built-in dark variant of a color palette. All of this code path is
behind a default-off site setting `use_overhauled_theme_color_palette`,
so there's no change in behavior unless the setting is enabled.

SECURITY: Generate more category CSS on client
This commit moves the generation of category background CSS from the
server side to the client side. This simplifies the server side code
because it does not need to check which categories are visible to the
current user.

DEV: Fix test incorrectly removing stylesheet cache of other processes (#25103)
Why this change?

The `can survive cache miss` test in `spec/requests/stylesheets_controller_spec.rb`
was failing because the file was not found on disk for the cache to be
regenerated. This is because a test in
`spec/lib/stylesheet/manager_spec.rb` was removing the entire
`tmp/stylesheet-cache` directory which is incorrect because the folder
in the test environment further segretates the stylesheet caches based
on the process of the test.

What does this change do?

1. Introduce `Stylesheet::Manager.rm_cache_folder` method for the test
   environment to properly clean up the cache folder.

2. Make `Stylesheet::Manager::CACHE_PATH` a private constant since the
   cache path should be obtained from the `Stylesheet::Manager.cache_fullpath` method.

The most common thing that we do with fab! is:

    fab!(:thing) { Fabricate(:thing) }

This commit adds a shorthand for this which is just simply:

    fab!(:thing)

i.e. If you omit the block, then, by default, you'll get a `Fabricate`d object using the fabricator of the same name.

FEATURE: Serve RTL versions of admin and plugins CSS bundles for RTL locales (#21876)
Prior to this commit, we didn't have RTL versions of our admin and plugins CSS bundles and we always served LTR versions of those bundles even when users used an RTL locale, causing admin and plugins UI elements to never look as good as when an LTR locale was used. Example of UI issues prior to this commit were: missing margins, borders on the wrong side and buttons too close to each other etc.

This commit creates an RTL version for the admin CSS bundle as well as RTL bundles for all the installed plugins and serves those RTL bundles to users/sites who use RTL locales.

The new version of sass-ruby moves to dart-sass putting we back on the supported version of Sass. It does so while keeping compatibility with the existing method signatures, so minimal change is needed in Discourse for this change.

  - libsass 3.5.2 (May 2018)

To:
  - dart-sass 1.58

PERF: Make stylesheet hashes consistent between deploys (#18909)
Previously the stylesheet cachebusting hash was based on the maximum mtime of files. This works well in development and during in-container updates (e.g. via docker_manager). However, when a fresh docker image is created for each deploy, the file mtimes will change even if the contents has not.

This commit changes the production logic to calculate the cachebuster from the filenames and contents of the relevant assets. This should be consistent across deploys, thereby improving cache hits and improving page load times.

FEATURE: Preload resources via link header (#18475)
Experiment moving from preload tags in the document head to preload information the the response headers.

While this is a minor improvement in most browsers (headers are parsed before the response body), this allows smart proxies like Cloudflare to "learn" from those headers and build HTTP 103 Early Hints for subsequent requests to the same URI, which will allow the user agent to download and parse our JS/CSS while we are waiting for the server to generate and stream the HTML response.

It's very easy to forget to add `require 'rails_helper'` at the top of every core/plugin spec file, and omissions can cause some very confusing/sporadic errors.

By setting this flag in `.rspec`, we can remove the need for `require 'rails_helper'` entirely.
